Well, he had everyone so fooled that he was nuts he avoided trial for 7 years.
He avoided trial longer than that. His crazy act kept him on the street for decades, even back in the early 1970's when he was a captain. He might very well have ended up in the Commission case otherwise and been imprisoned in the mid-1980's. It took the feds until 1990 to indict him and 7 more years after that to convict him.
