It depends on the size of the family. The Five Families still each need a consigliere. But if you're an unviable family that's down to, say, ten members, do you really need three of them in an administration?
Everything's relative to size, especially where power is concerned.
If you're a unviable family of 10-20 made men there are no need of boss,capos ecc especially if the soldiers are old I think that they try to to make more money as possible with the least danger, perhaps regretting the old days.
