With all the families being downsized over the years it does seem a little outdated, but it can still be useful. Insulation in still the name of the game. Having a third administration member definitely helps with that. Also, each boss uses there consigliere in different ways. That's just my 2 cents...
Today the consigliere was a old and respected man which is responsible for settling disputes within the family,and usually the role was to a semi retired soldier that want to earn money without done the dirty work.
