Sure did. The Philly mob tradition was to section off separate parts of the murder to different units, so unless everybody flips, you can't know the whole story. To me, it seems like assigning the contract to a handful of trusted people only would be a better way to go about it, but I understand why in the 40's and 50's this was an attractive strategy. Especially because it can be a prerequisite to involve certain people in a murder just so you can make 'em.
