Just to clarify for some people, Russian gangsters in the past were notorious for claiming Jewish roots, getting Israeli documents, and using that to expand into other countries that way. A lot of "Russian Jews" got to America that way with their Israeli papers
You answered your own post before I had a chance to reply. That's right on point. Half the Russian "Jews" in Brighton Beach are phonies who lied to get into the country.
