I mean, you are entitled to your own opinion. But that guy is known to be pretty reliable on the other forums, and from Philly. But in reality what do we know, his viewpoint is just as valid as ours, in the sense of the internet. But it's isn't just about not having the money to loan out, which I think may very well be possible every for Johnny Chang considering despite being a criminal, he still has bills to pay and a lifestyle as a family man outside of what he does with his criminal buddies, to support. But it's also about not being able to afford to lose the money, again, it isn't like it was during the 50's-80's, guys ain't earning like that anymore, few guys are able to earn like that today and it's usually the ones who know how to do the white-collar stuff. And because of the current landscape in today's world, those guys also usually aren't the one's putting their money into shylocking on the street. But if they did, and someone refuses to pay, you can beat him up all you want, as soon as you so much lay a finger on him he's going to the feds and and a mob guy is done for. Threaten his life? "Fuhhgedaboutit". They can't afford to lose the money, because they really can't afford to go to jail. And a guy like Johnny Chang doesn't want to, you can believe that. And if they do decide to do all of that to a guy, and they do go to trial, they're spending all that money on legal fee's and if they win, they come out on a supervised release which lasts however long the feds say it does. And once they're off, they go back to the street and do the same thing, and literally just repeat the process, step by step.

Yes, they're a part of a criminal organization known and able to make money. But today, in most places that organization has been decimated by law enforcement, and are crawling on it's front legs like the old rapist guys dog on "Family Guy". And while in some places they may be slowly rebuilding, they'll never be what they used to be. At least not before the huge indictment targets their administration. What I mean by that is, there's always a big case with American Cosa Nostra, in which after that case they never really seem to recover fully and go back to how they were prior to the indictment. Example being, the Commission case, they were targeted by law enforcement, guys were getting locked up at that point and doing football field numbers in jail sentences, but they had never been as broken as they were prior to the Commission case. Cleveland and the Danny Greene rat's and Angelo Lonardo, after those Cleveland was never what it used to be. Scarfo & Leonetti & Co, John Stanfa, Ralph Natale & the Merlino going away in '01. It seems like a part of the soul and fabric of Cosa Nostra is ripped away with every big trial and convictions.
