Another thing to understand jnaples3 is that Youngstown answered to people. While Joey may have called half the shots in Youngstown for a few years, he had to answer to his boss in Pittsburgh which was Henry "Zebo" Zottola by 1987. If Henry told him jump, his response should have been "how high!" If Charlie Imburgia told him to go shit in the woods, he probably went and shit in the woods. The same with Lenny. Like their predecessors, Mallamo/Romeo answered to Frank & Tony Milano from Cleveland as well as Tony Ripepi and John Bazzano in Pittsburgh. Youngstown never had a crime family, they were a faction of both Cleveland & Pittsburgh. I don't know where you got "The Naples Crime Family" because that never existed.
