They actually were running a federal investigation into death row records at one point but then i think 9/11 happened and all the resources got diverted else where.
A lot or criminal organizations benefited there, none more than the American Mafia. The last nail was being lifted to put in their coffin, then 9/11 allowed them to regroup a little bit.
