By the way it's just an FBI estimate. I think that might have been 28 active members but they have at least 40 I think. I don't know much about Chicago but i think they have 3 or 4 crews.
Estimates usually don't come in numbers like 28, which suggests they had a list of specific 28 guys who are known made members. This coincides with actual estimates in recent years that have said 25 or 30 members. It's certainly possible that there are some members flying under the radar but I doubt it's enough where the Outfit has "at least 40." I'd be willing to bet that law enforcement is not off by more than, say, 10% with a given family.
As far as crews go, during the Family Secrets case there was said to be 4 crews. A more recent article citing the FBI said it was down to 2 or 3 crews.
