As far as redaction is concerned, any identifying information (SS#, driver's license numbers, etc.) need to be redacted by law. Information concerning informants will probably always be redacted as well. Also, just because someone has not been identified in a court of law as being associated with a criminal outfit, it does not mean that their name will be redacted from files. I have seen lists of family memberships that have not been redacted - being a part of a crime family or even associating with known members isn't technically against the law (unless there are parole restrictions against that individual). Blood family members will, however, almost always be redacted.
