This so called "roving Bug" was also used on Greg DePalma when Falcone gave him a bugged telephone.
Totally different like Serp said. They gave those phones to the guys. This 'Roving Bug' can turn on the cells internal microphone to record conversations - actually first time hearing this but not my first time thinking they could do it. Just proves it.
