The lack of bodies helps, but you have to consider 9/11 too. Without that, they'd have more attention.
They certainly benefited from 9/11 (as awful as that sounds), but mob murders are waaaaay down. The Feds can turn it on like a light switch if they so desire. And if they start killing each other willy nilly again, they will.
That's why the smarter bosses and skippers (like the Westside and the Luccheses) are content with the status quo. You rock that boat and you're grabbing a tiger by the tail.
