According to the book he was part of a panel along with 3 others when massino went away in january 03. I think early 04 he got made acting boss when a couple other guys from the panel (cant remember names) went away. I think vinnie was only acting boss for a little less than a year. That is when he made cicale capo of his crew.

Then when basciano went away last 04 he made mancuso acting boss. Then mancuso went away for okaying the pizzola hit. Its like musical chairs with the bonnano family lol.
