Well, we know that sometimes the boss´ ban on drugs wasn´t always effective. I read in a FBI document that Gambino issued the ban in 1963 (I think the year was), after several members had been caught dealing in drugs. Armone and his associates were indicted that same year and together with other drug offenders (who had been caught the previous years) may have contributed to Gambino banning his members from dealing. if you are interested in the Armone case, click on the link below.
