In addition to help at sentence hearings, political officials can give assistance to racketeers who are incarcerated for long periods or who need to erase their criminal convictions in order to secure licenses or other privileges. Hers's a list of members who have been given gubernatorial pardons by Penn. Governors:
JOHN S. LAROCCA: boss Southwestern Family. Pardoned in 1954 by Governor John Fine for the crimes of larceny, receiving stolen goods, and operating a lottery. The pardon was filed after deportation hearings for LaRocca closed, but was dated to occur while the hearings were still in progress. In effect the pardon cleared LaRocca's record and left the government without a deportation case.
JOHN FRANK ROSA(deceased): Capo, Southwestern Family. Pardoned in 1954 by Governor Fine for the crimes of illegal entry and bombing.
NICHOLAS PICCOLO: Capo Bruno Family. Pardoned in 1947 by Governor James Duff for the crime of robbery.
FRANK S. PALERMO, Sr., Member Southeastern Family. Pardoned in 1948 by Governor Duff for the crimes of aggravated assault and battery and operating a lottery. The pardon was needed so that Palermo could obtain a boxing manager's license. In 1961 he was convicted of interstate extortion involving boxing.
LUIGI QUARANTA: Member Southeastern Family. Pardoned in 1938 by Governor George Earle for the crime of murder.
JOSEPH LUCIANO: Member, Erie regime of the Buffalo NY Family. Pardoned in 1938 by Governor Earle for the crime of robbery.
Many other racketeers have received pardons. Mafia member Felix Bocchiccio, a friend of Frank Palermo Sr., and Frank Carbo in boxing rackets, was pardoned in 1949 for the crime of breaking and escaping prison. Erie racketeer Leo Kaminski had his 1955 conviction for bribery and conspiracy commuted by Governor George Leader. The murder conviction of Reading racketeer John Wittig, the enforcer for czar Abe Minker, was commuted in 1952. The sentence of Louis Barish, a racketeer from Delaware County and an associate of Pittsburgh and NY Families, was commuted by Governor Fisher in 1937. He had been convicted in 1953 for murder.

One of the most infamous cases in my opinion is Raymond Patriarca Sr being pardoned after 4 or 5 years of a 10-year murder conspiracy conviction. The bastard should have been fried on the electric chair, and could have been, but the tapes where he discussed all the stuff were deemed "illegal".
I am usually against the death penalty, but this mafioso is among those I hate the most.

Rudolph Santobello (born 1928- May 2013) is a New York mobster who serves as a caporegime in the Genovese crime family.

On July 21, 1950, Santobello and Joseph Corbo murdered Alfred Loreto, an off-duty New York Police Department officer, during an attempted kidnapping of another individual in the Bronx section of New York. Apprehended at the crime scene, Santobello later testified that police brought him to the police station and interrogated him all night. Santobello also claimed that police hit him on the head with their guns and dazed him with a blow on the nose with a billy club. In June, 1951, Santobello was convicted of first degree murder and sentenced to life in prison.

In 1966, a U.S. Supreme Court decision on illegal searches by police resulted in Santobello's sentence being reversed and his release from prison. In 1968, detective and whistleblower Frank Serpico arrested Santobello in the South Bronx for numbers running. Santobello was later sentenced to one year in prison, but was freed early due to another court decision on plea bargains. In later years, Santobello supervised a crew from his headquarters at "Club Arthur's', a social club on Arthur Avenue in the Bronx. From 1991 on, Santobello was heavily involved in loansharking, illegal gambling in the form of craps games, bookmaking, and numbers running.

On October 24, 1994, Santobello was convicted on ten counts of gambling and was sentenced on March 27, 1995 to 78 months in prison. Relaxed and joking during the trial, Santorello pleaded with the judge for leniency at the sentencing hearing, citing his family ties:

"This has been a very delicate situation for me. After getting married, having a daughter, I don't think I would be so foolish to subject myself to going back to prison at this stage of my life. I've done my best to bring my daughter up in the right manner."
Santobello also claimed that the police had a vendetta against him because of his reversed 1950 murder conviction. On June 12, 2000, Santobello was released from federal prison. In May 2013, Santobello died of natural causes.
