They need to seek retribution or their whole "thing" falls apart because they rely on fear to get their business done such as loan sharking "you better pay up or ______" or "if you rat you're a______" All that shit goes away then its just like any other organization or street gang.

It is still VERY important they seek retribution so people still take them seriously.
