I think that is relatively disputed, but no doubt that Rocky took over Cicero after Joe Nick died and that the Cicero crew was the dominant crew through the 1980s and 1990s. Rocky was therefore very powerful...but perhaps a notch or two below Sam Carlisi, DiFronzo and Lombardo (not to mention Aiuppa and Cerone who were still giving orders from prison).

I remember when this case happened. Rocky's friends held this insane fundraiser for his legal fund at Carlisle Banquet Hall in Lombard. All the guys who made bail in that same case--Solly D, Mike Zitello, etc. showed up and I remember wondering why they were still making contributions to Rocky when they had their own expenses to deal with.
