How can Ligambi have taken over the family in 2000 when there are tapes confirming that Merlino is still the boss and that Ligambi is just keeping the throne warm? Either
1) Ligambi never actually tried to take over from Merlino 2) He wanted to, but was stopped 3) Merlino actually retired/stepped down since those taped conversations and Ligambi has officially taken over.
