Chin might have been the most effective, most feared, and most respected American LCN boss ever, period. That is a legitimate debate. When you make absurd statements bashing a person like that it's pretty hard to take anything else you say serious.
Obviously it depends what time period you are looking at, but during his time he was THE MAN. Nobody even close and that isn't debatable.
