I mean, it's 45 minutes from Philadelphia and South Jersey. The city is still very blue collar as are the surrounding suburbs. Plus, it still has a lot of ethnic whites.

It depends on how you define the Commission. Apparently Massino didn't consider the meeting between the five NY families in 2000, which he chaired, as a Commission meeting. Maybe he felt it had to be the official bosses of all the families. Before that, of course, you had the bosses of the Genovese, Gambino, and Lucchese families meet in the late 1980's but the Colombos and Bonannos weren't respresented.



Even if the Commission were still functioning, there wouldn't be much for the Genovese to represent. No reason to for families like Buffalo, Pittsburgh, or Cleveland. There are still ties between the NY families and smaller families remaining in New Jersey, New England, and Philadelphia but more on an ad-hoc basis.
