The relative lack of activity over the past decade seems to suggest the family has been running on fumes. The NJ OC report back in 2004 said the family was "undergoing reorganization and re-entrenchment at the hands of a skeleton crew of non-indicted members."
I don't think lack of arrests automatically means lack of activity. The family was pretty quiet after the Riggi bust until the late 1990's when the FBI found out they were expanding. In some cases, a lack of arrests means the family is rebuilding and keeping a lower profile. Look at Philly after Joey Merlino was sent to prison until the recent case.
