Here is the complete report by the Pennsylvania Crime Commission in 1989 and 1990. Both of these reports have quite a bit of detail on organized crime families in Philly, Pittsburgh and Scranton/Wilkes-Barre and give some names of illegal gambling operatives in Altoona/Johnstown/Harrisburg.
