The point is that these guys, who are direct with the administration, is closer to the power. Some of them are captains, others hold the ordinary rank of a soldier but in many ways they are far more powerful than any other captain/soldier in a Family because they are close with the administration. An underboss or consigliere are not allowed to have crews in case of a split within the family. A boss would never allow them to have crews. It´s common sense, it protects his power and grip of the Family.
