oh okay, that makes sense. so the guys kicking up to the consig and u.b dont have crews? im assuming they are captains right? they must have to be really good earners if they are not getting kickups from a crew right? who would want to have that position though? if you dont have a crew to kickup to you whats the point of being in a leadership position? or did you mean that the consig and u.b cant have crews?
The point is that these guys, who are direct with the administration, is closer to the power. Some of them are captains, others hold the ordinary rank of a soldier but in many ways they are far more powerful than any other captain/soldier in a Family because they are close with the administration. An underboss or consigliere are not allowed to have crews in case of a split within the family. A boss would never allow them to have crews. It´s common sense, it protects his power and grip of the Family.
