Because they aren’t recruiting the right ones. Because they are stuck in the 20th century. Most of the old rackets are gone and you don’t need as much muscle for the new ones. There’s a ton of money out there to grab but it’s more sophisticated now. Just look at hacker shit like ransomware attacks.
