Apparently Carmine gave Orena the full powers of a Boss such as: *Power to Promote or Demote anybody *Bring any made guys into the family that he wants
Usually an Acting Boss doesn't have all these powers and has to have the Official Bosses permission but did Carmine really expect an ambitious person like Victor Orena not to pave the way towards himself becoming Boss?
