unfortunately drugs have plagued baltimore worse than many other cities with heroin being the most problematic. That being said its difficult to have complete control as a boss in a drug trafficking organization without getting your hands dirty somewhat ( i mean lets say at the least you want to control the supply to your crew so you communicate solely with the supplier at the least)

One thing we are forgetting though is that this was a stick up crew not a drug trafficking organisation, who had probably been robbing drug traffickers for a while and reselling the stolen product on the street. Only four people arrested in this sting out of possibly over a thousand bgf members and affiliates in maryland so its not that big a loss to the gang.
Getting back to your point, the boss has to be the only one with access to the connect so yes you would make sure you are the only one with direct contact to the supplier.However you would need close associates to relay orders onto the street level dealers and associates, also depending on how many shooters you have you might hire out for hits. So yes being the leader is hands on, as you have to watch out for rivals, stick up crews, and associates trying to make their own connect, also laundering money, organising drug sales, taking over turf and finding stash houses.
