I notice that no one mentioned that Teddy Roe and other major policy kings formed the Big 12 Syndicate that held a monopoly like grip over the numbers game and kept the Oufit out of the business for 20 years until attrition wore them down and teddy was the last one. Teddy Roe & Bumpy Johnson are more of gangster types, while Casper Holstein was a racketeer.
