That's true, but the regulations in Jersey are still easier to beat than in New York where they're getting impossible. Especially the recycling end of the business .

But to be perfectly honest, it's only a matter of time before the government tightens up the regulations on that side of the bridge, too. But in the meantime, half-a-dozen or so guys are cutting up a fortune in paper contracts. Same handful of guys who were getting rich from garbage twenty years ago are staying rich in recycling today.
