My parents had to enrolled in this new plan (don't know if it's the "D" plan or not, as I am not familiar with it). My brother went with them because it was very confusing from what I understand.

As far as the ESL training for teachers, my daughter who is ia teacher, as we speak is beginning a mandatory conference/session for ESL. She's not an ESL teacher but, like you say it's a requirement that she has to fulfill.
