Active doesn't have to mean that you post 50 times a day, but, let's say, once a week.
I don't think it keeps track of active posting members, but you can see how many have been around the past 30 minutes if you look at the bottom of the main page where it says something like this:
GangsterBB.NET Recent Visitors: 42
18 logged in users, and 24 guest(s)
...that should give you an idea of people reading at least - but not posting...
If you actually
click on that link, then you'll see where the people are reading. You'll also see that "Our visitor record is
201, set on May 17, 2005 01:18 PM."
