Al Capone and the Chicago Outfit. Johnny Torrio, head of the Chicago Outfit at the time, acknowledged the financial promise and ambition of a young Al Capone. Instead of sanctioning a hit on Capone, Torrio made him an offer: a partnership. The two had many profitable years together before Torrio retired in Italy and turned over his rackets to Capone.
Why him? It would have saved a lot of lives, but in my opinion the only lasting damage that Capone caused was his successors (Ricca and 7 other men) had to keep their heads down for a decade, but with minimal consequences. Also, the Outfit was well off in terms because of Capone's recruitment.
