However, you may wish to educate yourself about the hegemony that Presidents and Congresses try to exert over each other (as well as Executive Priviledge) I suggest you start by consulting the Congressional Research Service. Then read a couple of books, both of which I think I've already suggested you read: Empire of Liberty and Catherine Bowne's Miracle at Philadelphia .
