I think part of it was due to certain unique factors about the Outfit back in the day. Which, in turn, have led to people still equating just about any and all corruption and organized crime in Chicago with the Outfit.
Oh yeah. I've said this before, but it bears repeating: the flourishing of the Outfit in the past is a
symptom of a culture of corruption that had been in place in that city since 1850 or so and will be be around long after the Outfit is gone.
