Again, LCN is designed with a structure so the family can continue with business despite leaders being jailed or on trial.
They still have 70+ made guys on the street and those guys arent going to stop being opportunistic criminals because their boss is on trial. I don't know who is running things but based on what other families are doing or have done in similar situations I would guess a panel of about 3 captains are calling the shots.
