Well, there is the above fact, and what he actually said was very important.
"you must let us draw water from the well"
The meeting was called to put and end to the tattaglia/corleone war that was going on, though tattaglia hardly said a word compared to Don Corleone and Don Barzini, and when he spoke, everythign was directed at Barzini, as if there was an unspoken alliance between the two. Hence, "it was Barzini all along".

Yes. Barzini was the silent partner, as it were. As The Don so clearly stated, Tataglia was a pimp. He wouldn't have had the cunning to outfight Santino (who, as it is pointed out in the book, was a brilliant, if somewhat impulsive, warrior). Only someone with more cunning -- Barzini -- could have organized the opposition and run it effectively enough to beat Sonny.
So it stands to reason that if Barzini devoted so much of HIS resources to the war, he had to have an interest in the drug deal that preceded it.
