The thing with the mob in Italy is that, in the North, except for Milan, they are pretty silent.
Every mob has crews up there, it's HUGE...but they don't wanna cause any problem because they need the north to launder money.
That's why it's much unlikley to see an all out war in the north (it has happend tho).

As for the Gypsies vs Mobsters thing:

In the eyes of norhern Italians, gypsies are seen as a bigger threat when it comes to things that can happen to YOU directly.
While the mobs (even if much hated) are seen as more in the shadows and far away from the avarenge Mario.

I do not agree with this view of course, but this is how the 50% of my family thinks.
