As I mentioned in another thread, I know not everyone agrees with Burnsteins opinions. One could be really cynical and say that its in Burnsteins interest for Detroit to be considered viable, but it seems so farfetched to claim that they have reached some sort of nadir in evading the law.

Still, I like Burnsteins work. Even if he does tend to round "up" rather then "down".

But I do know what Ivy means. Just because an associate of the local mob is involved in a crime does not automatically make it a mob crime.

As far as "Black" Jack Tocco, like Banwait said, most of these old mutts have numerous legitimate interests by now. Like Lead Pipe Joe Todaro, it'd be a crime of stupidity for them to turn their back on such interests and delve right back into the rackets at this point. Burnstein claims that the Feds recognise him as the boss, but is he considered "active", as a figurehead or otherwise?
