If there's no legal basis for this, then the message is: "There are no rules. Do what you want. The strongest will survive."


That WAS the message back in the 1930s when Germany tried to take over the world. Today the message sent was that if you attack the U.S. you cannot hide behind a foreign government (with or without their help).
