Obviously he's going by the definition that it's not a proper Commission meeting unless it involves the bosses of all five families. And that hasn't been done since '85. As the article points out, the bosses of the Gambino, Genovese, and Lucchese families met in '88. And leaders from all families met in 2000. But he just referred to these as mini-meetings.

And, of course, there are those who go by an even stricter definition of the term that would argue that it's not really a Commission meeting unless it involves at least the 7 original families on the Commission - the 5 NY families, Buffalo, and Chicago. I'm not one of them though. The Commission started out that way and then later added Philadelphia and Detroit. Then Chicago broke off and Buffalo, Philly, and Detroit lost their seats when the bosses died; leaving only the NY families left. So it's always been in a state of flux, with it being only a New York enterprise since the 80's.

I think there is actual surveillance of the last 'official' commission meeting in '85. If I remember correctly it took place in Staten Island; the feds trailed Castellano there and have pictures of him coming and going.

in 'king of the godfathers' they describe (on account of Vitale) what the last mini-meeting in 2000 was like. Sounded like a lot of arguing and basically a pointless meeting. There really is no reason for the families' administrations to all gather in one place these days

Well, the New York families continue to have a lot of joint rackets but you're right about there really not being a reason to risk the heads of all five families meeting. Not when they can communicate through other ways. Even years ago, Chin lectured the other bosses for meeting too much when it wasn't needed.

I believe it was the meeting of 1984.
