In the movie Gotti Don Carlo ask Gotti to kill McBratney,they did. Then Don Carlo had to give him a pass since he was a made man. If he ask him to whack him why then would he have had to give Gotti a pass since Don carlo ordered the hit to start with?
I think you're getting confused. In the show (not real life) Gotti didn't get in trouble for killing McBratney. He got in trouble for later killing the guy who helped him kill McBratney - who was a made guy.
