I'm not sure of the governmental structure of NJ, but if it's like NY, the man has a point. Local roads are the responsibility of local government. Where I live, it's the responsibility of the town's highway department to plow out side streets. If they don't respond properly, I don't call the governor to complain, I call my town supervisor.
