Roth had other things planned to deal with Michael. It seems far-fetched to think he had such an elaborate plan - complete with a cop's complicity and the double-cross of his New York allies - to secure what amounted to a Plan C (after the Reno hit and the Cuba assassination) of getting rid of Michael.

If that was his plan, why not offer Frankie a deal or make him think Michael betrayed him in another way? Roth already knew that Frankie was angry with Michael.
