Makes sense to me. IMO, if Carlo hadn't admitted his participation in Sonny's death Mike would have TEMPORARILY let Carlo slide, and would have allowed Carlo to go to Nevada. (Mike was cunning, and following his father's advice to keep your friends close, but your enemies closer, he would have waited until Carlo was completely relaxed and THEN "tricked" him into admitting his role).
