Well, that Commission is similar to public utility commissions in most if not all of the states. Their powers are enabled by either/or their state constitutions or state law. They are regulatory; they do not run power companies. It would be a dubious assertion that they could dictate customer selection to a power company. In any case, like most things, the sellin gor conveyance of goods or services is governed by contract or other agreement. Revenge is usually not covered in a contract.
