With the way Geoff described it, it's very possible he was developmentally disabled. Not sure why he would be a manager though.
Isn't a certain amount of mental slowness REQUIRED for management level employees? It certainly seems that way in the company I work for. I would be more surprised if a manager WASN'T somewhat challenged..
