The references to hearing people speak a foreign language on public transportation has to be anecdotal. How could it be anything else? Also, there are plenty of people in America who are bi-lingual.

And TIS, provide some more information regarding part of your post: "Too many times I've seen first hand (at the school regularly where I worked) very little attempt to learn the language." Students/ Faculty? Administrators? How were they able to function in the school What constitutes "very little attempt"? Who attempted very little? Who wanted to change LA's "official" language. I didn't know that LA had an "official" language. Again, some of the claims in Board posts seem to be based on nothing more than anecdotal observations.
