Furthermore, if you are late in changing because of a bye week or if you fail to add a back-up because of a questionable designation (which happens at the end of the week when ALL the available players are FREE AGENTS), what the heck does that have to do with the new waiver system?

There are some Questionables that play like nothing happened and there are some Questionables that don't play at all. Hence the whole Questionable thing. Say McNabb, we won't know if he will play or not until minutes before the game.
