Scotland Bam, not Britain. Scotland has its own government which makes it's own desicions. It was the Scottish Justice Minister who made the choice. Of course Gordon Brown and his motley bunch wanted nothing to do with the whole thing and just dumped it on the Scots,which is ironic seeing as Brown is Scottish himself!!
