My experience tells me that the positive news that Citigroup put out has much more to do with a rally in the market than the President speaking. The market wound up having it's best day of the year after finally hearing some good news from Citigroup. Citigroup reported that it actually made a profit during the first two months of the year! That news immediatly drove financial stocks up which resulted in the entire market closing higher.
