I think that TB made the best comment here. When he made The Godfather, FFC had no idea that he would be making GF2.
I've always said that Part II, in spite of it being a GREAT movie, was rushed. Some minor details fell off and some major storyline issues were unclear (who killed the gunmen, etc.).
